Turn on Inspect Element and the Develop menu in Safari
Quick answer
Choose Safari > Settings, click Advanced, and tick Show features for web developers. The Develop menu appears in the menu bar, and Inspect Element shows up when you Control-click a page.
Why it happens
Safari keeps its web developer tools out of sight so everyday browsing stays simple. They're all there, just switched off. One tickbox turns on the Develop menu, the Web Inspector and the page console.
How to fix it
Open Safari, click Safari in the menu bar and choose Settings.
Click the Advanced tab at the top of the window and tick Show features for web developers.
Safari›Settings…›Advanced›Show features for web developers
Close the settings window. A new Develop menu now sits between Bookmarks and Window in the menu bar.
To inspect part of a page, Control-click it (or right-click) and choose Inspect Element. The Web Inspector opens with that part highlighted.
The Develop menu holds the rest: Show Web Inspector (Option-Command-I), Show Page Source (Option-Command-U), Show JavaScript Console (Option-Command-C) and Empty Caches (Option-Command-E).
Still not fixed?
If the Develop menu doesn't appear, quit Safari with Command-Q and open it again, then check the tickbox is still on in Advanced settings.
If Inspect Element is missing from one page only, the page may block Control-click with its own menu. Use the Develop menu's Show Web Inspector instead, which always works.
If the setting is greyed out or keeps turning off, your Mac may be managed by a school or company. Ask whoever looks after it.
If Safari won't keep the setting on a Mac you manage yourself, install any updates in General > Software Update. If that doesn't help, contact Apple Support.
