Change the volume of just one app
Quick answer
macOS has no built-in per-app volume mixer. Use the volume control inside each app, and set the overall level with Output volume in System Settings > Sound.
Why it happens
Your Mac sends all sound through one main volume, so every app gets louder or quieter together. Many apps have their own volume slider, which lets you balance them against each other. Alert sounds have their own separate level too.
How to fix it
Set the overall level first. In System Settings, click Sound and drag Output volume to where you like it.

Turn down the app you want quieter with its own control. Music has a volume slider at the top of its window, and most video players have a speaker button.
To silence one website in Safari, click the speaker icon on its tab. Click it again to turn the sound back on.
If it's alert beeps that are too loud, change Alert volume under Sound Effects. It moves only the system sounds.

Still not fixed?
If one app is quieter than the rest at the same setting, check its own volume and audio settings first. Make sure Balance in Sound > Output is in the middle as well.

For a mixer with a slider for every app, you'd need an app from another developer. Pick one from a developer you trust.
If the main Output volume slider doesn't change the sound at all, switch the output to your Mac's speakers to test. If it still does nothing, contact Apple Support.
