Safari says "You cannot browse this page because it is restricted"
Quick answer
Screen Time's web filter is blocking the site. Someone with the Screen Time passcode opens Content & Privacy > App Store, Media, Web, & Games, then changes the Safari setting or adds the site to the Allowed list with Customize.
Why it happens
Content & Privacy in Screen Time can limit adult websites, and that filter isn't perfect. It sometimes blocks ordinary sites too, like news, health or forum pages. It may have been switched on by a parent, by whoever set up the Mac, or by you some time ago and then forgotten.
How to fix it
Open the Apple menu, choose System Settings, then click Screen Time. If you manage a child through Family Sharing, choose their name from the menu at the top first.
Click Content & Privacy, then App Store, Media, Web, & Games. Look at the pop-up next to Safari.
Screen Time›Content & Privacy›App Store, Media, Web, & Games›Safari
To allow just this site, keep Limit Adult Websites, click Customize, and add the site's address to the Allowed list. Click Done.
To stop filtering websites altogether, set the Safari pop-up to Unrestricted Access. If a Screen Time passcode is set, your Mac asks for it before either change.
Go back to Safari and reload the page with Command-R. It should open now.
On macOS 27, a child's web limits moved to the new Family section: click Family, your child's name, then Apps & Websites. There the filter choices are Unrestricted, Limit Adult Websites and Approved Websites Only, and the lists are called Allowed Websites and Blocked Websites. That needs every family device on version 27. For your own account the steps are the same as on macOS 26.
Still not fixed?
If you don't know the Screen Time passcode, ask the person who set it. If you're the Mac's administrator, your Mac password or Touch ID can stand in for it.

If a parent manages your account through Family Sharing, they can make the change from their own device, or type the Screen Time passcode on this Mac.
If Safari is set to Allowed Websites Only, every site not on its list is blocked. Add the site to that list, or switch to Limit Adult Websites.
If the Mac belongs to a school or company, their own filter may be blocking it, and only they can unblock it. Ask their IT team.
If the page stays blocked with Safari set to Unrestricted Access and no school or company setup, contact Apple Support.
Questions people ask
How do I unblock a website on my Mac?
In Screen Time > Content & Privacy > App Store, Media, Web, & Games, click Customize next to Safari and add the site to the Allowed list. You need the Screen Time passcode.
Why does Safari say a normal website is restricted?
Screen Time's adult website filter blocks some ordinary sites by mistake. Adding the site to the Allowed list fixes it for that site.
Can I allow a restricted website without the passcode?
Only with the Mac's administrator password, if this is your own Mac. Otherwise ask whoever set the passcode to allow the site.
