Change how fast your mouse scrolls on a Mac
Quick answer
Open System Settings > Accessibility > Pointer Control, click Mouse Options… and drag Scroll speed. Move it right to scroll faster, or left to scroll slower.
Why it happens
Your Mac keeps the mouse scroll speed in Accessibility settings, not in Mouse settings, so it's easy to miss. The slider works for the Magic Mouse and for most other mice. Trackpads have a separate slider of their own.
How to fix it
Click the Apple menu and choose System Settings, then click Accessibility in the sidebar.
Click Pointer Control, then click Mouse Options… and drag Scroll speed. Try a small move first, then scroll a long web page to feel the difference.
Accessibility›Pointer Control›Mouse Options…›Scroll speed
Close the small panel when you're happy. The new speed works straight away, with no restart.
Still not fixed?
Using a trackpad too? It has its own speed. Click Trackpad Options… in the same place and drag its Scroll speed slider.
Accessibility›Pointer Control›Trackpad Options…›Scroll speed
If the pointer itself feels too slow, or pages scroll the wrong way, open Mouse settings. Tracking speed sets how fast the pointer moves, and Natural scrolling flips the direction.
Mouse
If your mouse came with a settings app from its maker, open that app. It can override your Mac's scroll speed, so set the speed there instead.
If only one app scrolls oddly, quit it with Command-Q and open it again. Some apps have a scroll setting of their own.
If the wheel skips, scrolls by itself or stops working, try the mouse on another computer. If it does the same there, the mouse is faulty: contact Apple Support for an Apple mouse, or the maker for any other.
Questions people ask

Can I set different scroll speeds for my mouse and trackpad?
Yes. Mouse Options… and Trackpad Options… each have their own Scroll speed slider.
